Plannotator 0.28.16 makes unanswered-question handling explicit

The Inbox gains a phone layout and a question notification sound. Sending words without answers skips unanswered questions unless you choose Keep open. Mark read also closes open questions and tells the agent not to wait. Test those state transitions before using the phone interface to direct dependent work. ²
